In 1886, Elgin was declared as a Canada Customs entry port. Although this neighbourhood no longer serves as a Canadian port, the Elgin and Chantrell neighbourhoods are now seen as a highly desirable place to buy a home.

This land was originally claimed by John Hardy in the late 1800’s and was eventually sold to a man named John Stewart who established his homestead on the property. For over fifty years, his family worked the surrounding farm land and helped to build a local school, church, and community hall.
